RE: Request to Place Measure on the Agenda for the July 9, 2019 Legislative Meeting

Please place on the July 9^th additional meeting agenda the following measure:

Council Period 23 Rules and Investigation Authority Amendment Resolution of 2019

This resolution consists of two actions. First, as the Council has done for the past several years the resolution will authorize the Committee of the Whole to hold a hearing or joint hearing or roundtable and allows the University of the District of Columbia to forward federal grant approvals to the Council during the summer recess.

Second, the resolution will contain several provisions to effectuate removal of Mr. Evans as Chairperson of the Committee on Finance and Revenue and to authorize a law firm to conduct an investigation on behalf of the Council into allegations surrounding whether Mr. Evans may have any conflicts of interests with his role on the Council. What is attached to this memo is intended as a draft to provide Councilmembers and the public notice of my intentions which I have publicly expressed; details are still being drafted. There may be additional provisions added in response to my ongoing conversations with Members and the General Counsel to carry out the Council’s intent with respect to these matters.
