RE:                       Request to Place Measures on the Agenda for the May 5th Legislative Meeting

 

 

               This memorandum is to request that the following measures be placed on the May 5th legislative meeting agenda:

 

  • Coronavirus Omnibus Emergency Declaration Resolution of 2020
  • Coronavirus Omnibus Emergency Amendment Act of 2020
  • Coronavirus Omnibus Temporary Amendment Act of 2020

 

               This emergency act would make a number of additional changes to the law to provide relief for those affected by the ongoing public health emergency declaration.  The legislation includes new requirements for business interruption insurance to pay for certain business closures during the pandemic; clarifications regarding alcoholic beverage licensing; limitations on third-party restaurant food delivery fees; requirements for payment plans for rental units and utilities; a clarification to eviction filings; a requirement to reimburse amenity fees in rental housing if the amenity is closed; a requirement for regular cleaning of housing common areas; a clarification to the University of the District of Columbia board of trustee terms; a notice requirement for insufficient nursing staff levels at long term care facilities; virtual trainings regarding composting; Advisory Neighborhood Commissions grantmaking authority; authorization for remote notarizations; and reporting on the DC Jail.

 

               The draft measures are attached.  It is a rough draft and includes almost all of the provisions requested by Councilmembers and the Executive.  Some of these will be dropped or will be refined over the next several days and other provisions may be added.  This includes provisions that must be dropped because they are identified to have a fiscal impact that cannot be funded outside of a budget.  This will be a consensus bill.  This bill will be a new round of emergency and temporary legislation.  Please call me or Mr. Evan Cash if you have any questions at (202) 724-7002.
