CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC ROUNTABLE
PR 21-822, “Office of Public-Private Partnership Rules Approval Resolution of 2016”
Council Chairman Phil Mendelson announces a public roundtable before the Committee of the Whole on Proposed Resolution 21-822, the “Office of Public-Private Partnership Rules Approval Resolution of 2016.” The roundtable will be held at 10:00 a.m. on Thursday, September 29, 2016 in room 412 of the John A. Wilson Building.
The purpose of PR 21-822 is to approve the proposed rules to establish procedures for the Office of Public-Private Partnerships. The proposed rules were published in the D.C. Register on April 29, 2016. The Office of Public-Private Partnerships was established through legislation in 2014 and the office was funded and stood up in Fiscal Year 2016. The enabling statute for the Office exempts it from the Procurement Practices Reform Act of 2010 which governs most procurements in the District. However, the Office must develop its own rules to govern its procurements, which must be approved by the Council. The proposed rules will be deemed approved on October 15, 2016 without Council action.
Those who wish to testify are asked to email the Committee of the Whole at firstname.lastname@example.org, or call Evan Cash, Committee Director at (202) 724-8196, and to provide your name, address, telephone number, organizational affiliation and title (if any) by close of business Tuesday, September 27, 2016. Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. If submitted by the close of business on September 27, 2016 the testimony will be distributed to Councilmembers before the roundtable. Witnesses should limit their testimony to four minutes; less time will be allowed if there are a large number of witnesses. A copy of the legislation can be obtained through the Legislative Services Division of the Secretary of the Council’s office or on http://lims.dccouncil.us.
If you are unable to testify at the roundtable, written statements are encouraged and will be made a part of the official record. Written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004. The record will close at 5:00 p.m. on October 10, 2016.
