Budget Hearings Begin (Apr. 9)

The Committee of the Whole’s Fiscal Year 2015 hearings on agencies budgets under its purview begin on April 9th, concluding at the end of the month.  Below are the times and dates for each of those hearings.  If you would like to testify for any of these hearings, call the Committee at (202) 724-7002.

COW Agency Performance Hearings

FISCAL YEAR 2013/2014 AGENCY PERFORMANCE OVERSIGHT HEARINGS

Council Chairman Phil Mendelson announces the scheduling of a series of public hearings of the Committee of the Whole for Fiscal Year 2013 and 2014 Agency Performance in anticipation of the Fiscal Year 2015 budget submission.  Hearings for individual agencies will be held on the dates and times indicated in the table below in the John A. Wilson Building.

Those who wish to testify should contact the approrpriate staff (indicated in the table) at (202) 724-8196, or via e-mail by clicking on the appropriate staff and provide their name, address, telephone number, organizational affiliation and title (if any) at least two business days before the hearing.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Materials provided by agencies related to performance hearings can be found at http://dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004.  The record will close within two weeks of each hearing.

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

Bill 20-627, Post-Employment Benefits Trust Fund Jurisdiction Amendment Act of 2013

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-627, the “Post-Employment Benefits Trust Fund Jurisdiction Amendment Act of 2013.”  The public hearing will be held Tuesday, January 28, 2014, at 1:30 p.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-627 is to amend the law to entrust the District of Columbia Retirement Board with responsibility for managing the assets of the Annuitants’ Health and Life Insurance Employer Contribution Trust Fund, and to require that the same fiduciary obligations and assumptions for other pension funds managed by the Retirement Board be made applicable to the Trust Fund.  The monies in the Trust Fund are held for the purpose of providing post-retirement benefits (health insurance) for retirees of the District government.

(202) 724-8196, or e-mail Jessica Jacobs, Legislative Counsel, at jjacobs@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Friday, January 24, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on January 24, 2014, the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  A copy of Bill 20-627 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or at http://dcclims1.dccouncil.us/lims.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-433, the “Police and Firemen’s Retirement and Relief Board Amendment Act of 2013,” Bill 20-440, the “Retired District Employee Annuity Amendment Act of 2013,” and Bill 20-481, the “Fossil Fuel Divestment Act of 2013.”  The public hearing will be held Tuesday, November 26, 2013, at 10:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.  This notice has been revised to reflect a new hearing date, time, and room number.   

The stated purpose of Bill 20-433 is to amend the law to change the membership of, and provide for additional alternates to serve on, the Police and Firemen’s Retirement and Relief Board.

The stated purpose of Bill 20-440 is to amend the law to amend the amount of salary that may be offset against any annuity due a re-employed District employee, to comply with federal law.

The stated purpose of Bill 20-481, Fossil Fuel Divestment Act of 2013 is to require the divestment, and prohibit the investment, of public funds in the stocks, securities, or other obligations of certain companies which hold the largest fossil fuel reserves and to provide for the identification of companies with the largest fossil fuel reserves.
