ANNOUNCE A JOINT PUBLIC HEARING

Bill 20-805, District of Columbia Soccer Stadium Development Act of 2014

Council Chairman Phil Mendelson, Councilmember Jack Evans, and Councilmember Kenyan McDuffie announce a joint public hearing of the Committee of the Whole, Committee on Finance and Revenue, and Committee on Government Operations on Bill 20-805, the “District of Columbia Soccer Stadium Development Act of 2014.”  The public hearing will be held Thursday, June 26, 2014, at 9:30 a.m. in the Council Chamber of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-805 is to approve the exchange agreement for the real property in Lot 13, Square 607 (proposed stadium site) and Lot 844, Square 204 (Reeves Building), to authorize the Mayor to assemble the soccer stadium site in Southwest including through the use of eminent domain, to approve the ground lease for the site with the DC United soccer team, to approve the development agreement for the construction of a new soccer stadium, to authorize various actions including street and alley closings, environmental remediation, and certain expenditures of funds, to authorize an underground or airspace lease; and to amend the law to abate from gross sales tax charges for admission to public events at the site and charges for certain other food, drink, and tangible personal property, to provide a real property and possessory interest tax abatement for the site, and to exempt the transfer of the site from deed recordation and transfer taxes.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or e-mail Jessica Jacobs, Legislative Counsel, at jjacobs@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Tuesday, June 24, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on June 24, 2014, the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  A copy of Bill 20-805 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or at http://lims.dccouncil.us/.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. PR 20-758, Transfer of Jurisdiction of a portion of Reservation 497 (Square 3712, Lots 101-104) Approval Resolution of 2014

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on Bill 20-645, the “Closing of a Public Alley in Square 1412, S.O. 13-10159, Act of 2014; Bill 20-684, the “Closing of a Portion of the Public Alley System in Square 368, S.O. 13-09586, Act of 2014;” and PR 20-758, the “Transfer of Jurisdiction of a portion of Reservation 497 (Square 3712, Lots 101-104) Approval Resolution of 2014.”  The hearing will be held at 9:00 a.m. on Thursday, June 19, 2014 in Hearing Room 412 of the John A. Wilson Building.

The stated purpose of PR 20-645 is to order the closing of an unimproved public alley in Square 1412 located to the west of the intersection of Chain Bridge Road NW and Sherier Place NW in Ward 3.  The stated purpose of Bill 20-684 is to order the closing of a portion of the public alley system in Square 368, bounded by N Street NW, 9th Street NW, M Street NW, and 10th Street NW in Ward 2.  The stated purpose of PR 20-758 is to approve the transfer of jurisdiction of a portion of Reservation 497 (Square 3712, Lots 101-104), from the United States, by the Department of the Interior, National Park Service, to the District of Columbia.  The transfer is for the purpose of establishing a permanent memorial honoring the victims of, and first responders to, the Metrorail Red Line collision on June 22, 2009.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-521, the “N Street Village Way Designation Act of 2013;” Bill 20-683, the “Zion Baptist Church Way Designation Act of 2014;” and Bill 20-794, the “Nap Turner Way Designation Act of 2014.”  The public hearing will be held Wednesday, July 2, 2014, at 9:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-521 is to symbolically designate the 1300 block of N Street NW, between 14th Street NW and Vermont Avenue NW, in Ward 2 as N Street Village Way.  The stated purpose of Bill 20-683 is to symbolically designate the public alley in Square 2655, bounded by the 4800 block of Colorado Avenue NW and Blagden Avenue NW, as Zion Baptist Church Way.  The stated purpose of Bill 20-794 is to symbolically designate the alley located between 13th and 14th Streets NW, Wallach Place NW, and U Street NW and directly abutting 1344 U Street NW as Nap Turner Way.
