Emergency Measure for the 7/10 Regular Legislative Meeting (Non-union FY19 Salary Increase)

RE:                        Emergency Legislation for the July 10, 2018 Additional Legislative Meeting

 

                               

                I request that the following measure be placed on the agenda for the July 10, 2018 Additional Legislative Meeting:

 

 

                At the request of the Mayor, these measures would approve a 2% salary increase for fiscal year 2019 for current Career, Excepted, Management Supervisory, Legal, and Executive Services employees not covered by collective bargaining agreements.  Additionally, the salary increase applies to educational service employees of the Office of the State Superintendent of Education and non-instructional and WAE instructional employees of the District of Columbia Public Schools (DCPS).  Further, the measures provide updates to              DCPS’ Deputy Chancellor salary schedule in order to provide compensation consistent with Excepted Service employees.  The measures do not apply to former employees or employees of the Board of Trustees of the University of the District of Columbia.  If approved the salary increases will be made effective for current employees effective October 1, 2018.

 

The approval of these measures will further facilitate the goal of pay parity between union and non-union employees.  This emergency legislation is needed in order to allow the DC Department of Human Resources time to implement the changes needed so that the salary increases can be effective as of October 1, 2018 and so that District government employees can benefit from the additional income they will receive based on the updated salary schedules.
