RE:                       Request to Place Measures on the Agenda for the June 9th Legislative Meeting

 

 

               This memorandum is to request that the following measures be placed on the agenda for the June 9, 2020 Legislative Meeting:

 

  • Coronavirus Support Clarification Emergency Declaration Resolution of 2020
  • Coronavirus Support Clarification Emergency Amendment Act of 2020

 

               This measure contains minor amendments to the Coronavirus Support Congressional Review Emergency Amendment Act of 2020 adopted by the Council on May 19, 2020.  The changes include clarifications with regard to tenant payment plans recommended by advocates, including a drafting error with regard to the conditions under which a payment plan must be made available that we included in the May 19th emergency which changed consensus language that was included in the May 5th emergency.  It also clarifies that an eligible commercial tenant includes retailers as well as other commercial spaces less than 6,500 square feet.  A similar clarification is made to the prohibition on commercial rent increases.  Other changes include a new public health emergency response grant program to permit the Mayor to make grants or loans to individuals or entities to assist with the District’s response to the public health emergency, and a provision to allow alcoholic beverage service on expanded outdoor seating at certain restaurants.

 

               A temporary measure is not being moved because the clarifications that comprise this emergency bill will be moved as an amendment to the final reading of the “Coronavirus Support Temporary Amendment Act of 2020” adopted first reading on May 19, 2020.

 

               The draft measures are attached.  Additional provisions may be added or refined over the next several days in coordination with Councilmembers and the Executive.  The purpose of this emergency is to clarify the existing coronavirus legislation and to make changes that are closely related to the underlying emergency bill.  Please call me or Mr. Evan Cash if you have any questions at (202) 724-7002.
