MEMORANDUM
TO:
FROM: Phil Mendelson, Chairman
DATE:
RE:
- Public Health Emergency Authority Extension Emergency Declaration Resolution of 2020
- Public Health Emergency Authority Extension Amendment Act of 2020
On March 11, 2020, the Mayor of the District of Columbia issued Mayor’s Order 2020-45, 2020-46, declaring a public emergency and a public health emergency in the District due to the imminent threat to the health, safety, and welfare of District residents posed by the spread of COVID-19, and on April 17, 2020, Mayor’s Order 2020-63 extending the state of emergency and public health emergency. The Mayor’s 135 days of authority to declare a public health emergency currently expires on July 24, 2020. To continue to limit certain activities that would otherwise contribute to the spread of COVID-19, it is necessary to extend the Mayor’s authority to continue the public health emergency through October 9, 2020.
It has become clear that in order to continue a phased reopening of the District, the Mayor will need authority to continue the public health emergency for the foreseeable future. However, it is my intent to revisit a number of provisions of the Coronavirus Support Amendment Act that are currently tied to the duration of the public health emergency and to consider that legislation in September after the recess.
The draft measures are attached. Please call me or Mr. Evan Cash if you have any questions at (202) 724-7002.
