This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for each of the following measures at the Additional Legislative Meeting scheduled for Tuesday, July 21, 2020:
- PR 23-820, the Fiscal Year 2020 Revised Local Budget Emergency Declaration Resolution of 2020
- Bill 23-763, the Fiscal Year 2020 Revised Local Budget Emergency Act of 2020
The ANS for the emergency includes several technical changes developed in concert with the Council’s Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive. In addition, the following changes were made:
- Various adjustments to agency budgets in FY 2020 as requested by the Mayor or as incorporated into the Fiscal Year 2021 Budget and Financial Plan as approved by the Council at first reading on July 7, 2020.
- Pushed forward from FY 2021 to FY 2020 $9 million to provide immediate additional financial assistance to undocumented workers.
- Added $5 million for emergency financial assistance to childcare centers struggling during the public health emergency.
- Capital project reallocations and designated fund transfers as previously included in the Fiscal Year 2021 Budget Support Act of 2020, approved by the Council at first reading on July 7, 2020. These provisions are now included in this bill to ensure that they take effect expeditiously.
- Added authorization for the first quarter payment to public schools to occur by August 1, rather than July 15, due to the COVID-19 related delay of the budget transmission.
- Directs the proceeds from the sale of Parcel 17 on the St. Elizabeths campus to the General Fund to be used as set forth in the budget.
The ANS for PR 23-820 simply revises that emergency declaration resolution in light of the changes made to the underlying emergency bill.
