RE:                       Notice of intent to move an amendment in the nature of a substitute at the July 21, 2020 Additional Legislative Meeting

 

This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for each of the following measures at the Additional Legislative Meeting scheduled for Tuesday, July 21, 2020:

 

• PR 23-822, the Fiscal Year 2021 Local Budget Emergency Declaration Resolution of 2020
• Bill 23-766, the Fiscal Year 2021 Local Budget Emergency Act of 2020

 

            The measures listed above were introduced at the request of the Mayor on May 29, 2020 as part of the Fiscal Year 2021 budget package.  Due to the later submission of the FY21 budget package, the emergency and temporary measures are necessary to ensure we have an approved budget and financial plan in place for the start of the FY21 fiscal year on October 1, 2020.

 

The ANS for the emergency measures reflect the changes made to the permanent legislation, Bill 23-761, the Fiscal Year 2021 Local Budget Act of 2020, which were developed in concert with the Council’s Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive.  The ANS for Bill 23-761 was circulated separately.

 

The ANS for PR 23-822 simply revises that emergency declaration resolution in light of the changes made to the underlying emergency bill.
