               This memorandum is to request that the following measures be placed on the agenda for the November 10, 2020 legislative meeting:

 

▪        Greater Washington Community Foundation Excluded Worker Relief Emergency Resolution of 2020

▪        Greater Washington Community Foundation Excluded Worker Relief Emergency Declaration Resolution of 2020

 

               The Washington Convention and Sports Authority, t/a Events DC, proposes to enter into a memorandum of understanding (“MOU”) with the Community Foundation to administer phase two of the DC CARES Program to provide critical, immediate financial relief to District of Columbia-based workers who do not have access to other COVID-19 related public relief funds.  This MOU with the Community Foundation is for a not-to-exceed amount of $9,000,000.00, with a term commencing on the date of full execution of the MOU and continuing through September 30, 2021. 

 

               Councilmembers will remember that we authorized $9 million to help undocumented and excluded workers as part of our budget actions this past July.  This contract will be the mechanism to provide that assistance to qualifying households.  Approval of this contract on an emergency basis will provide critical funds as soon as possible to excluded workers in the District.  The DC CARES program will include distribution of pre-paid debit cards of $1,000 each to eligible excluded DC family that does not have access to other COVID-19 related public relief programs.
