RE: Request to Place Emergency Measures on the Agenda for the November 10, 2020 Legislative Meeting

This memorandum is to request that the following measures be placed on the agenda for the November 10, 2020 legislative meeting:

§ Public Space Maintenance and Arts Clarification Emergency Declaration Resolution of 2020

§ Public Space Maintenance and Arts Clarification Emergency Act of 2020

§ Public Space Maintenance and Arts Clarification Temporary Act of 2020

On September 22, 2020, the Council adopted the Public Space Maintenance Clarification Emergency Act of 2020 (D.C. Act 23-475) and subsequently an accompanying temporary bill to revise the authority of the Mayor to enter into an agreement with a Business Improvement District for maintenance and improvement of public space. The Executive has asked that such agreements also be authorized for improvements to District-owned assets that may be entirely or partially in a Business Improvement District. An example is planned infrastructure improvements to the Dupont Underground facility. In addition, the measures would clarify eligibility criteria for certain grants at the Commission on the Arts and Humanities – to promote diversity – to allow organizations that have received corporate sponsorships from Events DC to be eligible for inclusion.
