                This memorandum serves as notice that I will move amendments in the nature of a substitute (ANS) for Bills 23-1019, the “UDC PR Harris Exclusive Use Repeal Emergency Amendment Act of 2020” and 23-1020, the “UDC PR Harris Exclusive Use Repeal Temporary Amendment Act of 2020,” and PR 23-1056, the “UDC PR Harris Exclusive Use Emergency Declaration Resolution of 2020” at the Additional Legislative Meeting scheduled for December 15, 2020.

 

The amendments for Bills 23-1019 and 23-1020 makes three changes.  First, instead of repealing D.C. Code §10-507.01 note (a) and adding in a new subsection (c), they simply amend subsection (a).  Second, they include definitions for “sufficient office space” and “Ward 8 food hub.”  Third, they clarify that the District government will assume any rights and obligations the University of the District of Columbia (UDC) has as lessor of any existing lease(s) for PR Harris.  This ensures that the current lease that UDC has with the Charter School Incubator Initiative (CSII) is not affected by removing UDC’s exclusive use of PR Harris. 

 

The ANS for PR 23-1056 provides additional background about the agreement between UDC and the CSII as requested by the two entities.
