This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for each of the following measures at the Additional Legislative Meeting scheduled for Tuesday, August 3, 2021:
- PR 24-270, the Fiscal Year 2021 Revised Local Budget Emergency Declaration Resolution of 2021
- Bill 24-279, the Fiscal Year 2021 Revised Local Budget Emergency Act of 2021
The ANS for the emergency measure includes several technical changes developed in concert with the Council’s Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive. In addition, the following changes were made:
- Various adjustments to agency budgets in FY 2021 as requested by the Mayor, including federal payments for COVID relief that were not previously moved in Bill 24-277 or 24-360, and adjustments incorporated into the Fiscal Year 2022 Budget and Financial Plan as approved by the Council at first reading on July 20, 2021.
- Requests included in the Mayor’s June 25, 2021 errata letter, including authorizing language for CAFR surplus use; COVID-19 economic recovery initiatives related to non-health occupational licensing, corporate filing report forgiveness, business fee reductions; repealing the pay freeze instituted in the FY 2021 Budget Support Act; and approving the District government employee pay schedules.
- Two grants previously included in the Fiscal Year 2022 Budget Support Act of 2021, approved by the Council at first reading on July 20, 2021, one for HVAC replacement at PR Harris Educational Center and another for a children’s museum, have been moved to Bill 24-279 because the funds are needed in FY 2021.
- Capital project reallocations and designated fund transfers, previously included in the Fiscal Year 2022 Budget Support Act of 2021, approved by the Council at first reading on July 20, 2021, have been updated and moved to this bill to ensure that they take effect expeditiously.
- At the request of the Mayor, $163,000 has been added to the Metropolitan Police Department to allow the hiring of 20 new sworn officers.
The ANS for PR 24-270 simply revises that emergency declaration resolution in light of the changes made to the underlying emergency bill.
