RE:                       Emergency Measures for the August 10, 2021 Additional Legislative Meeting

 

The following measures are placed on the agenda for the August 10, 2021 Additional Legislative Meeting:

 

▪        Fiscal Year 2022 Budget Support Emergency Declaration Resolution of 2021

▪        Fiscal Year 2022 Budget Support Emergency Act of 2021

 

Bill 24-275, the Fiscal Year 2022 Local Budget Act of 2021, was adopted on final reading by the Council on August 3, 2021.  Necessary for that legislation are several time-sensitive provisions that must be in place prior to the October 1, 2021 applicability date; these time-sensitive provisions are included in Bill 24-285, the Fiscal Year 2022 Budget Support Act of 2021 (FY22 BSA), which will be approved on final reading August 10, 2021.  The attached draft emergency measure would make those time-sensitive provisions applicable prior to October 1, 2021.  Other provisions in the emergency bill will retain the October 1, 2021 applicability date as provided in the permanent legislation but should be enacted prior to October 1 to allow agencies and stakeholders to prepare for implementation. 

 

This draft emergency reflects the engrossed FY22 BSA, except for several applicability dates.  A finalized emergency bill that reflects the FY22 BSA Amendment in the Nature of a Substitute will circulate prior to the meeting.
