MEMORANDUM
TO:
FROM: Phil Mendelson, Chairman
DATE:
RE:
The following measures are placed on the agenda for the December 21, 2021 Legislative Meeting:
▪ Ward Redistricting Emergency Declaration Resolution of 2021
▪ Ward Redistricting Emergency Amendment Act of 2021
The Ward Redistricting Amendment Act of 2021 is set to be adopted on second reading by the Council on December 21, 2021 (D.C. Bill 24-371). The bill will establish the new ward boundaries that effective January 1, 2022. Because the legislation is not projected to become law until February at the earliest, and the new boundaries are to take effect January 1, 2022, it is necessary to adopt the ward boundaries on an emergency basis.
The boundaries reflect what the Council adopted on first reading on December 7, 2021. In addition, the emergency act reflects an amendment I intend to move at second reading that will preserve the Zone 2 Residential Parking Permit (RPP) boundaries for the Shaw neighborhood that were previously in Ward 6. Materials provided by the District Department of Transportation indicate that Zone 6 signage was never implemented in the area of Ward 6 that will now revert to Ward 2, making the carve out for RPP in that area unnecessary to preserve the status quo.
The draft measures are attached. Please call me or Mr. Evan Cash if you have any questions at (202) 724-7002.
