RE:                     Request to Place Emergency Measures on the Agenda for the February 1, 2022 Legislative Meeting

 

 

              I request that the following measures be placed on the agenda for the February 1, 2022 legislative meeting:

 

§  Office of the State Superintendent of Education Pay Parity Program for Early Childhood Educators Authorization Emergency Declaration Resolution of 2022

§  Office of the State Superintendent of Education Pay Parity Program for Early Childhood Educators Authorization Emergency Amendment Act of 2022

§  Office of the State Superintendent of Education Pay Parity Program for Early Childhood Educators Authorization Temporary Amendment Act of 2022

             

              As part of the Fiscal Year 2022 Budget Support Act of 2021, the Council established an Early Childhood Educator Equitable Compensation Task Force (“Task Force”) charged with submitting a report to the Mayor and Council proposing an employee compensation scale for early childhood development providers that accounts for employee roles, credentials, and experience.  The report was due by January 15, 2022.

 

              On January 4, 2022, the Council adopted the Early Childhood Educator Equitable Compensation Task Force Emergency Amendment Act of 2022, which allowed the Task Force to submit a report by January 15, 2022 that proposes short-term solution. In the report submitted January 14, 2022, the Task Force proposed a mechanism for distributing the $53,920,878 in local funding that is set aside in the Early Childhood Educator Pay Equity Fund for Fiscal Year 2022.

 

The underlying measures will enable the Office of the State Superintendent of Education (OSSE) to create a grant program that supports pay parity for early childhood educators in accordance with the recommendations of the Early Childhood Educator Equitable Compensation Task Force and to enter into a sole source grant agreement for the purposes of implementing this program.
