RE:                       Request to Place Emergency BSA on the Agenda for the June 7, 2022 Legislative Meeting

 

This memorandum is to request that the following measures be placed on the agenda for the June 7, 2022 Legislative Meeting:

 

▪        Fiscal Year 2023 Budget Support Emergency Declaration Resolution of 2022

▪        Fiscal Year 2023 Budget Support Emergency Act of 2022

 

Bill 24-716, the Fiscal Year 2023 Local Budget Act of 2022, was adopted on final reading by the Council on May 24, 2022.  Necessary for that legislation are several time-sensitive provisions that must be in place prior to the October 1, 2022, applicability date; these time-sensitive provisions are included in Bill 24-714, the Fiscal Year 2023 Budget Support Act of 2022 (FY23 BSA), which will be approved on final reading June 7, 2022.  The attached draft emergency measure would make those time-sensitive provisions applicable prior to October 1.  Other provisions in the emergency bill will retain the October 1, 2022, applicability date as provided in the permanent legislation, but should be enacted prior to October 1 to allow agencies and stakeholders to prepare for implementation. 

 

This draft emergency reflects the engrossed FY23 BSA. A finalized emergency bill that reflects the FY23 BSA Amendment in the Nature of a Substitute, except for several applicability dates, will circulate prior to the meeting.
