RE:                       Notice of intent to move an amendment in the nature of a substitute at the May 30, 2023 Additional Legislative Meeting

 

This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for Bill 25-203, the Fiscal Year 2024 Local Budget Act of 2023, at the additional legislative meeting scheduled for Tuesday, May 30, 2023. The ANS makes several revisions to the legislation, in addition to technical fixes developed in concert with the Council’s Office of the Budget Director, the Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive. The changes in the ANS for Bill 25-203 include:

 

  • Enhancement of $392,638 to the Department of Forensic Science (DFS) to restore three positions at the public health laboratory and a shift of $3.3 million to reverse the transfer of the Public Health Lab from the Department of Health to the DFS;
  • Enhancement of $296,030 to the Department of Licensing and Consumer Protection to fund D.C. Law 23-187, the Cashless Retailers Prohibition Act of 2020;
  • Enhancement of $200,000 one-time operating and $1.6 million capital to the Department of For-Hire Vehicles to support the DC School Connect program;
  • Enhancement of $250,000 at DDOT to implement a performance parking pilot on U Street, NW;
  • Shift of $500,000 in the Office of the State Superintendent from FY23 to FY24 to help right size funding for Healthy Tots grants;
  • Shift of $3 million one-time enhancement for C&O Canal work from the CIP to the operating budget, specifically as a transfer to the Georgetown BID;
  • Enhancement of $15 million capital to the Office of the Chief Financial Officer to support development of DIFS Phase II – Budget Module;
  • Enhancements of $1.5m capital to DCPS to Johnson Middle School for outdoor lighting;
  • Enhancement of $5 million capital to DCPS to Eastern High School for updated athletic facilities;
  • Enhancement of $3 million to the Department of Parks and Recreation for a playground at Marvin Gaye Recreation Center;
  • Enhancement of $548,000 recurring to the Department of Behavioral Health to establish the Office of Opioid Abatement, pursuant to the Opioid Litigation Proceeds Amendment Act of 2022;
  • Enhancement of $250,000 to the Department of General Services to address agency overtime pressures;
  • Enhancement of $750,000 to the Department of Public Works to address agency overtime pressures;
  • Enhancement of $45,000 one-time to the Department of Parks and Recreation to support membership fees and transportation services related to therapeutic pool access, related to the renovation of Joy Evans;
  • Enhancement of $36,418 to the Metropolitan Washington Council of Governments to increase support for the FARM program; and
  • Shift of the funding for Baby Bonds from the OCFO to a new paper agency “Child Wealth Fund.”
