RE:                  Request to Place Measures on the Agenda for January 9, 2024 Legislative Meeting

 

            This memorandum is to request that the following measures be placed on the agenda for the January 9th, 2024 Legislative Meeting:

 

§  Historic Preservation Review Board Succession Emergency Declaration Resolution of 2024

§  Historic Preservation Review Board Succession Emergency Amendment Act of 2024

 

This purpose of this legislation is to allow the Historic Preservation Review Board (HPRB) to maintain a quorum until one of its five current members, Marnique Heath, can be renominated by the Mayor and approved by the Council.  This legislation would extend the holdover length of HPRB members to 225 days.  Under current law, most appointments to boards and commissions can serve in a holdover capacity for up to 180 days.  The HPRB consists of nine members but there are four vacancies.  Of the five filled seats, Marnique Heath is currently serving in a holdover capacity that will lapse on or around January 17, 2023.

 

The Mayor’s Office of Talent and Appointments has indicated that Ms. Heath’s renomination is forthcoming, and I have committed to hold a roundtable on the nomination in time for a Committee of the Whole markup and Council adoption by the end of February.  This emergency legislation will allow Ms. Heath to continue to serve through February of 2024.  I have also requested that the Executive transmit nominations to the other three vacancies as soon as possible for Council consideration.
