This following measure is placed on the agenda for the July 14^, 2025 legislative meeting:

 

• Council Period 26 Second Recess Rules Amendment Resolution of 2025

 

A recess rules resolution is typically adopted by the Council prior to its summer recess.  The Council previously adopted its typical recess rules package on July 1, 2025.  This measure would make the following additional changes to the Council’s Rules identified after the initial package:

 

First, it allows the Committee of the Whole to mark up a measure referred to it during a period of Council recess.  Second, it sets up a process for a committee that has been sequentially referred a measure that the Committee of the Whole has announced its intention to mark up, to also mark up such measure prior to the Committee of the Whole.  Both of these provisions would expire on September 15, 2025.  Taken together, these amendments will permit the Committee of the Whole to proceed to a markup during the summer recess of any time-sensitive measure referred to it.
