RE:                Request to Place Measure on the Agenda for the Apri1 10, 2018 Legislative Meeting

 

I am writing to request, on behalf of the Mayor, that the following measure be placed on the agenda for the April 10, 2018 Legislative Meeting:

 

  • PR 22-809, the “Washington Metropolitan Transit Authority Union Station Funding Agreement Approval Resolution of 2018”

 

            This measure would allow the District Department of Transportation (DDOT) to enter into a multiyear Funding Agreement (Agreement) with the Washington Metropolitan Area Transit Authority (WMATA) and the Maryland Department of Transportation (MDOT) to provide capital funding for the construction of improvements to the First Street entrance to the Union Station Metrorail Station.  The purpose of the construction improvements is to relocate the First Street entrance to reduce existing conflicts between customers exiting and entering the Train station and exiting and entering the Metrorail station.  Further, more faregates will be added at the Metrorail station and stairs will be installed to take passengers up to the Union Station concourse from the Metrorail station, which will improve the flow of passengers.  WMATA will be responsible for performing the work on the project.  

 

            Under the Agreement, the District and Maryland have committed $5 million for the project.  $4.3 million will be provided by DDOT and $700,000 will be provided by MDOT.  Of the $4.3 million that will be provided by DDOT, $2.415 million will come from the District’s Transit Infrastructure Investment Fund, which is on account at WMATA, and $1.885 million from unused project development funds, which are also on account at WMATA.  WMATA will draw the funds from the two accounts to pay for the project.  The Agreement terminates on December 31, 2022.
