RE:                       Notice of Intent to Move an Amendment in the Nature of a Substitute at the December 15, 2020 Additional Legislative Meeting

 

 

               This memorandum serves as notice that I intend to move amendments in the nature of a substitute (ANS) for Bill 23-886, the “Washington Metropolitan Area Transit Authority Police Accountability Amendment Act of 2020” at the Additional Legislative Meeting scheduled for December 15, 2020.

 

The ANS broadens the flexibility for WMATA to implement the Metro Transit Police Complaints Board.  Because this will be an amendment to the WMATA Compact, it is important that each of the three member jurisdictions pass identical language and that Congress approves.  The updated language still requires the creation of a Metro Transit Police Complaints Board but leaves more of the operational details to WMATA.  I plan to work with our counterparts in Maryland and Virginia to get this broader language adopted by all three jurisdictions as quickly as possible, and I plan to work with Congresswoman Norton to advance the compact amendment through Congress.
