RE: Recess Rules Amendment for the July 13, 2021 Legislative Meeting

The following measure is placed on the agenda for the July 13, 2021 Legislative Meeting:

§ Council Period 24 Recess Rules Amendment Resolution of 2021

This measure will extend the summer recess through September 30, 2021. This will have the effect of cancelling the September 21st Committee of the Whole and legislative meetings.

The resolution will allow for markup and consideration of the Budget (the local budget act, federal portion act, budget support act, and associated FY21 revised budget acts) and also consideration of COVID-19 legislation during the recess. It will also allow for grant budget modifications to be transmitted to the Council through roughly the end of July (we plan to address the expedited GBM expedited review period in the Coronavirus Support Act on July 13).

Finally, the resolution contains a technical fix with regard to open meetings arguably being triggered if any two members of the three member of the Redistricting Subcommittee get together.
