Please see an updated superseding amendment #2 to my earlier circulation which adds an allowance for considering measures that are on today’s agenda during the Recess.  The Chairman discussed this earlier on the breakfast meeting.

 

 

Please see attached an amendment that Chairman Mendelson intends to move at tomorrow’s legislative meeting to the recess rules resolution.  The amendment is twofold:

 

• This amendment will allow the Redistricting Subcommittee to hold recess hearings if needed.
• This amendment will allow the Council to consider GO/ITSB (General Obligation/Income Tax Secured) bond resolutions before the start of the new fiscal year in order to balance the capital improvements plan.  The Chief Financial Officer anticipated that the Council would adopt these resolutions at its September 21 meeting which is now cancelled due to the recess extension.  It will also allow the Council to consider resolutions pertaining to the internal operation or organization of the Council should the recess rules need further amending due to unforeseen circumstances.
