This memorandum is to request that the following measures be placed on the agenda for the May 2, 2023 Legislative Meeting:

 

▪        Rev. Lloyd Young Court Designation Emergency Declaration Resolution of 2023

▪        Rev. Lloyd Young Court Designation Emergency Act of 2023

 

            The purpose of the designation is to officially designate the public alley within Square 4546, bounded by 17th Street, N.E., E Street, N.E., 18th Street, N.E. and D Street, N.E., as Rev. Lloyd Young Court, N.E.

 

            Permanent legislation implementing official designation was adopted on first reading on April 4, 2023 and is scheduled for final reading on May 2, 2023.  Enacting the legislation on an emergency basis will allow permitting for a by-right development of a lot internal to the square while the permanent legislation is pending congressional review.
