Own Goal: The DC United Stadium Faces a Skeptical Council – At a Council hearing last week on the plan, Chairman Phil Mendelson told City Administrator Allen Lew, who negotiated the deal on the city’s behalf, that he was “offended” to hear Lew dismiss the report’s contention that the city was overpaying.  Mendelson was frustrated by Lew’s implication that the deal was good enough to merit swift approval without amendment.  “I think it’s thumbing the nose at the legislative branch,” he told Lew. [Washington City Paper]

Norton Will Defend Initiative 71 to House of Representatives Today – Regardless, Council Chairman Phil Mendelson said he plans to submit the initiative to Congress in January. [DCist]

DC Faces Statehood, Marijuana Challenges with Republican Congress – When Congress gave us Home Rule they kind of walked away from the District, but they didn’t give everything to us, as we know, so it’s always a challenge how we can get their attention, get them to work with us because they haven’t delegated everything,” said D.C. Council Chairman Phil Mendelson, who was easily re-elected for another four-year term. With a new Congress, the challenge is building new relationships, he said. [Roll Call]

Will new financial estimates be enough for D.C. Council to approve a soccer stadium deal? – The cost-benefit analysis commissioned for council raised plenty of questions from Mendelson and other members of council, including how the District will pay for its portion of the costs, whether the District’s roughly $150 million cap for site acquisition and prep work have been set high enough to avoid unexpected overruns, and if the city is getting a good enough value for swapping 2000 14th St. NW in exchange for part of the land it needs to build the new stadium. DC Council Chairman Urges Bowser, Gray to Set Aside Differences During Transition – “I think so, and they’d better,” Mendelson said. “I mean, this is important. This is about government, and government should not stall or suffer because of a transition between one mayor and the next mayor.  “But (in) my conversations with the mayor recently, he wants to work with her and work with the transition.” [WJLA]

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

Bill 20-603, Sonia Gutierrez Way Designation Act of 2013

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on Bill 20-603, the “Sonia Gutierrez Way Designation Act of 2013.”  The hearing will be held at 12:00 p.m. on Thursday, November 13, 2014 in Hearing Room 412 of the John A. Wilson Building.

The stated purpose of Bill 20-603 is symbolically designate the 500 block of V Street, NE, as Sonia Gutierrez Campus Way to honor the legacy and impact of Sonia Gutierrez as an innovative educator at the Carlos Rosario International Public Charter School in in the larger District of Columbia community.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or email Evan Cash, Committee Director, at ecash@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business Monday, November 10, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on November 10, 2014 the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  A copy of Bill 20-603 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or on http://lims.dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Hearing on PR20-1062 – MPD Staffing (Nov. 13)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

PR 20-1062, Metropolitan Police Department Captain and Lieutenant Shift Differential Approval Resolution of 2014

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of Whole on PR 20-1062, the “Metropolitan Police Department Captain and Lieutenant Shift Differential Approval Resolution of 2014.”  The hearing will be held Thursday, November 13, 2014 at 11:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of PR 20-1062 is to approve the establishment of a shift differential payment for Metropolitan Police Department (MPD) Captains and Lieutenants.  Under the current labor agreement, MPD officers, detectives, and sergeants receive shift differential compensation for working evenings and night shifts.  Establishing a shift differential for captains and lieutenants will ensure that these management officials maintain pay parity with those union members whom they supervise on such shifts.
