Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-110, the “Belmont Park Designation and Establishment Act of 2013,” Bill 20-432, the “Calvin and Wilhelmina Rolark Way Designation Act of 2013,” and Bill 20-439, the “Closing of Public Alley in Square 150, S.O. 13-10218, Act of 2013.”  The public hearing will be held Thursday, November 14, 2013, at 11:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-110 is to approve the designation of the public right-of-way adjacent Lot 197 in Square 2526 in Ward 2 as Belmont Park and establish it as a public park under the auspices of the Department of Parks and Recreation.  The stated purpose of Bill 20-432 is to approve the symbolic designation of the 500 block of Foxhall Place, S.E. in Ward 8 as Calvin and Wilhelmina Rolark Way.  The stated purpose of Bill 20-439 is to order the closing a public alley in Square 150 bounded by Seaton Street, N.W., Florida Ave, N.W., and 17th Street, N.W. in Ward 1.  Approval of Bill 20-439 will allow for the elimination a paper alley located on the applicant’s property.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-482, the “Budget Support Technical Clarification Act of 2013” and Bill 20-506, the “D.C. Fiscal Year Designation Act of 2013.”  The public hearing will be held Thursday, November 7, 2013, at 9:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-482 is to amend the Fiscal Year 2014 Budget Support Act of 2013 and the Fiscal Year 2014 Budget Support Emergency Act of 2013 to clarify the priority to be given to homeless families for tenant-based housing assistance and to improve the administrability of the tax abatement financial analysis process; to amend the District of Columbia Public Assistance Act of 1982 to provide the Mayor with authority to establish the review and redetermination schedule for persons receiving POWER benefits; and to amend section 47-2005 of the District of Columbia Official Code to clarify the scope of the processing exemption from the sales tax.

The stated purpose of Bill 20-506 is to amend Title 47 of the District of Columbia Official Code to change the District fiscal year for budget and financial management purposes to July 1 of each year to June 30 of the succeeding calendar year.

PR 20-502, Compensation Collective Bargaining Agreement between the District of Columbia Department of General Services and Teamster Locals 639 and 730, Affiliated with the International Brotherhood of Teamsters Emergency Approval Resolution of 2013    

Council Chairman Phil Mendelson announces the scheduling of a public roundtable of the Committee of the Whole on PR 20-502, Compensation Collective Bargaining Agreement between the District of Columbia Department of General Services and Teamster Locals 639 and 730, Affiliated with the International Brotherhood of Teamsters Emergency Approval Resolution of 2013.  The roundtable will be held at 1:30 p.m., or immediately following (if later than 1:30) the oversight hearing on the “Office of Contracting and Procurement’s Progress on Implementation of the Fiscal Year 2014 Budget and Update on the Contracting Reform Initiative” on Tuesday, October 22, 2013 in Hearing Room 412 of the John A. Wilson Building.

The stated purpose of PR 20-502 is to approve a compensation agreement between the Department of General Services and Teamster Locals 639 and 730.  The purpose of this roundtable is to receive testimony regarding the suitability of the compensation agreement.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-433, the “Police and Firemen’s Retirement and Relief Board Amendment Act of 2013,” Bill 20-440, the “Retired District Employee Annuity Amendment Act of 2013,” and Bill 20-481, the “Fossil Fuel Divestment Act of 2013.”  The public hearing will be held Tuesday, November 26, 2013, at 10:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.  This notice has been revised to reflect a new hearing date, time, and room number.   

The stated purpose of Bill 20-433 is to amend the law to change the membership of, and provide for additional alternates to serve on, the Police and Firemen’s Retirement and Relief Board.

The stated purpose of Bill 20-440 is to amend the law to amend the amount of salary that may be offset against any annuity due a re-employed District employee, to comply with federal law.

The stated purpose of Bill 20-481, Fossil Fuel Divestment Act of 2013 is to require the divestment, and prohibit the investment, of public funds in the stocks, securities, or other obligations of certain companies which hold the largest fossil fuel reserves and to provide for the identification of companies with the largest fossil fuel reserves.

ANNOUNCE A JOINT PUBLIC HEARING

Bill 20-382, the Skyland Town Center Omnibus Act of 2013

On October 29, 2013, Councilmember Muriel Bowser, Chairperson of the Committee on Economic Development, Councilmember Jack Evans, Chairperson of the Committee on Finance and Revenue, Councilmember Kenyan McDuffie, Chairperson of the Committee on Government Operations, and Chairman Phil Mendelson, Chairperson of the Committee of the Whole will hold a public hearing to consider Bill 20-382.  The Skyland Town Center Omnibus Act of 2013 would reauthorize the Tax Increment Financing subsidy and approve the surplus declaration and disposition of the Skyland shopping Center and adjacent properties (Skyland). The transformation of Skyland into a new town center will help to revitalize a blighted shopping center so that it may become a first-rate amenity worthy of the surrounding community.

Skyland, located at the intersection of Naylor Road, Good Hope Road, and Alabama Avenue, SE, Washington, D.C., was acquired by the District between 2005 and 2008 from private landowners for the purposes of redeveloping the site. After years of engagement with the community, the development team, property owners, and tenants, the project will provide higher-quality retail, mixed-income housing, improved pedestrian access, and construction and retail jobs.

The proposed redevelopment plan for Skyland includes: (i) space to be leased to retail tenants containing approximately 340,000 square feet, (ii) multifamily buildings containing approximately 450-500 residential units, and (iii) accessory parking spaces. In addition, the project will include affordable housing with 20% of the residential units reserved for households with incomes at or below 80% AMI and 10% of the residential units reserved for households with incomes at or below 120% of AMI.

In order to support the development of the project, the District is proposing to support construction through a Tax Increment Financing (TIF) subsidy. The District proposes to invest up to $40 million to assist with the construction of the project and on-site and off-site infrastructure improvements. The TIF note will be repaid through available tax increment generated by the project.

The public hearing will begin at 10:00 a.m. in Room 500 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W.
