Measures for the January 3, 2023 Organizational Meeting

Please see attached the filed versions of the organizational meeting resolutions.

With respect to the rules, the following substantive revisions have been made from what I circulated last Wednesday:

  • An orphan reference to the Board of Ethics and Government Accountability is struck from Rule 234 because the agency is moved to Rule 233.
  • The Kennedy Street St NE Development and Small Business Revitalization Advisory Committee is struck from Rule 232 because the committee was sunset in 2022.
  • Department of Buildings is under the joint jurisdiction of the Committee of the Whole and Committee on Facilities and Family Services (Rule 234) for oversight purposes only.
  • Rules 282 and 401(b)(3) are clarified to allow filing in electronic or hard copy.
  • Rule 372 is clarified to indicate that Council meetings are deemed open if the meeting is virtual and the public or news media are invited to attend.
  • Rule 430(a)(2) is added to require that during the last two months of a Council Period, a committee markup containing more than three bills must be publicly noticed at least 48 hours in advance of the meeting, and drafts of the bills must also be circulated.
  • Rule 504(c) is added to require the Secretary to develop an electronic hearing and roundtable signup template for committees to use to register public witnesses.
  • Rule 802(b) is reverted to the Council Period 24 requirements for cosponsorship requests.
  • Rule 803 is clarified to require a committee’s response to a Racial Equity Impact Analysis in a committee report.

With respect to Committee Assignments, two Councilmembers are proposed to switch committees between the Committee on Health and the Committee on Hospital and Health Equity.

Amendment to Bill 24-1145

All,

Attached is an amendment that the Chairman will be moving to Bill 24-1145, the “District of Columbia Housing Authority Stabilization and Reform Temporary Amendment Act of 2022” at the legislative meeting on Tuesday. It’s a technical amendment that clarifies that any vacancies nominated by the Mayor are subject to a 90-day review period, as referenced in Sec. 11a(b)(1).
