Budget Hearings Begin (Apr. 9)

The Committee of the Whole’s Fiscal Year 2015 hearings on agencies budgets under its purview begin on April 9th, concluding at the end of the month.  Below are the times and dates for each of those hearings.  If you would like to testify for any of these hearings, call the Committee at (202) 724-7002.

COW Agency Performance Hearings

FISCAL YEAR 2013/2014 AGENCY PERFORMANCE OVERSIGHT HEARINGS

Council Chairman Phil Mendelson announces the scheduling of a series of public hearings of the Committee of the Whole for Fiscal Year 2013 and 2014 Agency Performance in anticipation of the Fiscal Year 2015 budget submission.  Hearings for individual agencies will be held on the dates and times indicated in the table below in the John A. Wilson Building.

Those who wish to testify should contact the approrpriate staff (indicated in the table) at (202) 724-8196, or via e-mail by clicking on the appropriate staff and provide their name, address, telephone number, organizational affiliation and title (if any) at least two business days before the hearing.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Materials provided by agencies related to performance hearings can be found at http://dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004.  The record will close within two weeks of each hearing.

Roundtable on Shutdown Impact (Oct. 25)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC ROUNDTABLE

The Impact of the Government Shutdown on the District of Columbia

Council Chairman Phil Mendelson announces a public roundtable of the Committee of the Whole on the impact of the recent government shutdown on the District of Columbia.  The public roundtable will be held Friday, October 25 at 1:00 p.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of the oversight roundtable is to receive testimony on the impact on the District of Columbia of the federal appropriations lapse that occurred between October 1, 2013 and October 16, 2013, and how the District can be prepared in the future. Issues to be explored include the following: an itemization of the shutdown’s financial cost to the District; the source and amount of funds that the District obligated or expended during the shutdown; the plan for paying back the reserve accounts; how the District could be affected by future lapses in federal appropriations; what, if any, limitations remain on fiscal year 2014 following the enactment of the Continuing Appropriations Act, 2014; and any other recommendations that may be presented by the Chief Financial Officer or the Executive.

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

Bill 20-482, Budget Support Technical Clarification Act of 2013
Bill 20-506, D.C. Fiscal Year Designation Act of 2013

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-482, the “Budget Support Technical Clarification Act of 2013” and Bill 20-506, the “D.C. Fiscal Year Designation Act of 2013.”  The public hearing will be held Thursday, November 7, 2013, at 9:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-482 is to amend the Fiscal Year 2014 Budget Support Act of 2013 and the Fiscal Year 2014 Budget Support Emergency Act of 2013 to clarify the priority to be given to homeless families for tenant-based housing assistance and to improve the administrability of the tax abatement financial analysis process; to amend the District of Columbia Public Assistance Act of 1982 to provide the Mayor with authority to establish the review and redetermination schedule for persons receiving POWER benefits; and to amend section 47-2005 of the District of Columbia Official Code to clarify the scope of the processing exemption from the sales tax.

The stated purpose of Bill 20-506 is to amend Title 47 of the District of Columbia Official Code to change the District fiscal year for budget and financial management purposes to July 1 of each year to June 30 of the succeeding calendar year.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or e-mail Evan Cash, Committee Director, at ecash@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Tuesday, November 5, 2013.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on November 5, 2013, the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to four minutes; less time will be allowed if there are a large number of witnesses.  Copies of Bill 20-482 and Bill 20-506 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or at http://dcclims1.dccouncil.us/lims.
