Budget Hearings Begin (Apr. 9)

The Committee of the Whole’s Fiscal Year 2015 hearings on agencies budgets under its purview begin on April 9th, concluding at the end of the month.  Below are the times and dates for each of those hearings.  If you would like to testify for any of these hearings, call the Committee at (202) 724-7002.

Bill 20-720, Enhanced Notice Requirements for Historic District Development Amendment Act of 2014

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-586, the “Historic District Neighbor Notification Act of 2013” and Bill 20-720, the “Enhanced Notice Requirements for Historic District Development Amendment Act of 2014.”  The public hearing will be held Thursday, May 29, 2014, at 10:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-586 is to amend the Historic Landmark and Historic District Protection Act of 1978 (Act) to require neighbor notification of proposed alterations in a historic district which are referred to the Commission of Fine Arts for review.   The stated purpose of Bill 20-720 is to amend the Act to require stronger notice requirements for projects being undertaken in historic districts.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or e-mail Jessica Jacobs, Legislative Counsel, at jjacobs@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Tuesday, May 27, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on Tuesday, May 27, 2014, the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Copies of Bill 20-586 and Bill 20-720 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or at http://dcclims1.dccouncil.us/lims.

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on Bill 20-21, Council Contract Review Repeal Act of 2013; Bill 20-75, District Contracting Price Reasonableness Assurance Amendment Act of 2013; Bill 20-477, Criteria for Council Review of Contracts Subcontractor Requirement Amendment Act of 2013; and Bill 20-649, Contractor Pay-to-Play Elimination Amendment Act of 2014.  The hearing will be held at 1:30 p.m. on Tuesday, April 15, 2014 in Hearing Room 412 of the John A. Wilson Building.

The stated purpose of Bill 20-21 is to eliminate Council review of Mayoral contracts by repeal of section 451 of the Home Rule Act.  The stated purpose of Bill 20-75 is to amend the Procurement Practices Reform Act of 2011 to clarify the process for determining price reasonableness.  The stated purpose of Bill 20-477 is to require that proposed contracts submitted to the Council include summary information regarding any subcontractor contract.  The stated purpose of Bill 20-649 is to prohibit a person who makes a contribution to a covered recipient from entering into a contract or agreement with the District, receiving title or any other interest in a street or alley, receiving a grant or tax abatement, or entering into an agreement for the acquisition, sale, or lease of any land or building until one year after the general election for which the contribution was made.  Bill 20-649 also requires a person to provide a sworn statement to the District confirming their eligibility to enter into a contract or agreement with the District for any of the interests or benefits identified in the act.

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

PR 20-601 “Sense of the Council for a Hearing on the CSX Virginia Avenue Tunnel Project Resolution of 2013”

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on PR 20-601, the “Sense of the Council for a Hearing on the CSX Virginia Avenue Tunnel Project Resolution of 2013.”  The public hearing will be held Wednesday, April 30, 2014, at 10:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.  This notice has been revised to reflect a change in the date from March 25, 2014 to April 30, 2014.

The stated purpose of PR 20-601 is to the declare the sense of the Council that the Unites States House of Representatives Committee on Transportation and Infrastructure, Subcommittee on Highways and Transit should hold a hearing on the CSX Virginia Avenue Tunnel Project.  The project is located in Ward 6.  The Committee of the Whole welcomes testimony regarding the proposed project.

PR 20-606, Board of Trustees of the University of the District of Columbia Joshua S. Wyner Confirmation Resolution of 2013

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on PR 20-606, Board of Trustees of the University of the District of Columbia Joshua S. Wyner Confirmation Resolution of 2013.  The hearing will be held at 9:30 a.m. on Thursday, February 20, 2014 in Hearing Room 120 of the John A. Wilson Building.  This hearing has been rescheduled to February 20, 2014 due to the government closure on February 13, 2014.

The stated purpose of PR 20-606 is to confirm for appointment the nomination of Joshua Wyner to the Board of Trustees of the University of the District of Columbia.  The purpose of this hearing is to receive testimony from government and public witnesses as to the fitness of this nominee for the Board.
