COW Agency Performance Hearings

FISCAL YEAR 2013/2014 AGENCY PERFORMANCE OVERSIGHT HEARINGS

Council Chairman Phil Mendelson announces the scheduling of a series of public hearings of the Committee of the Whole for Fiscal Year 2013 and 2014 Agency Performance in anticipation of the Fiscal Year 2015 budget submission.  Hearings for individual agencies will be held on the dates and times indicated in the table below in the John A. Wilson Building.

Those who wish to testify should contact the approrpriate staff (indicated in the table) at (202) 724-8196, or via e-mail by clicking on the appropriate staff and provide their name, address, telephone number, organizational affiliation and title (if any) at least two business days before the hearing.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Materials provided by agencies related to performance hearings can be found at http://dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004.  The record will close within two weeks of each hearing.

PR 20-575, Abandonment of the Highway Plan for a Portion of 28th and Austin Streets, S.E., S.O. 13-11875 Resolution of 2013

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on PR 20-575, the “Abandonment of the Highway Plan for a Portion of 28th and Austin Streets, S.E., S.O. 13-11875 Resolution of 2013.”  The public hearing will be held Wednesday, January 29, 2014, at 11:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of PR 20-575 is to approve the removal of a portion of 28th and Austin Streets, S.E., (abutting Parcel 213/52 in Square 5632) from the Plan of Permanent System of Highways of the District of Columbia.  Approval of Bill PR-20-575 is related to the development of Skyland Town Center.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on PR 20-597, the “Zoning Commission of the District of Columbia Anthony J. Hood Confirmation Resolution of 2013.” The public hearing will be held Wednesday, January 29, 2014, at 11:00 a.m. in Hearing Room 120 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of PR 20-597 is to confirm the reappointment of Anthony J. Hood as a member of the Zoning Commission of the District of Columbia.  The purpose of this hearing is to receive testimony from government and public witnesses as to the fitness of this nominee for the Zoning Commission.

Wilson Building, 1350 Pennsylvania Avenue, NW.

Hearing on the District’s Recommendations on the Height Act (Oct. 28)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC OVERSIGHT HEARING

The District of Columbia’s Recommendations on the Federal Height of Buildings Act of 1910

Council Chairman Phil Mendelson announces a public oversight hearing of the Committee of the Whole on the District of Columbia’s Recommendations on the Federal Height of Buildings Act of 1910.  The public oversight hearing will be held Monday, October 28, 2013 at 9:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of the oversight hearing is to receive testimony on the District of Columbia’s recommendations to Congress on potential modifications to the federal Height of Buildings Act of 1910 (Height Act).  Since the House Committee on Oversight and Government Reform requested a joint study in October 2012, the District of Columbia has been jointly conducting a Height Master Plan with the National Capital Planning Commission in order to assess how the Height Act continues to serve federal and local interests.  In its preliminary findings and recommendations, the National Capital Planning Commission did not recommend substantial changes to the Height Act; its recommendations included allowing for human occupancy of penthouses.  The District of Columbia, however, in separate draft recommendations, proposed increasing the height limits within the L’Enfant City and that Congress should allow the District to determine the maximum height of buildings outside the L’Enfant City.  The Committee invites residents to share their views on the recommendations.
