Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-722, the “Percy Battle Way Designation Act of 2014,” Bill 20-831, the “D.C. No Taxation Without Representation Way Designation Act of 2014,” and Bill 20-893, the “D.C. Statehood Now Boulevard Designation Act of 2014.” The public hearing will be held Thursday, October 16, 2014, at 9:30 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-722 is to symbolically designate the 1100 block of Chicago Street, S.E., between Martin Luther King Jr. Avenue, S.E. and Railroad Avenue, S.E., in Ward 8, as Percy Battle Way.  The stated purpose of Bill 20-831 is to symbolically designate First Street, N.E and First Street, S.E. between Constitution Avenue and Independence Avenue, in Ward 6 as D.C. No Taxation Without Representation Way. The stated purpose of Bill 20-893 is to symbolically designate the 1500 and 1600 blocks of Pennsylvania Avenue, N.W., in Ward 2, as D.C. Statehood Now Boulevard.

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on PR 20-839, the “Compensation Agreement between the District of Columbia and Compensation Unit 19 Emergency Approval Resolution of 2014” and PR 20-841, the “Compensation Agreement between the District of Columbia and the Doctors’ Council of the District of Columbia Emergency Approval Resolution of 2014.”  The hearing will be held at 1:00 p.m. on Tuesday, July 8, 2014 in Room 412 of the John A. Wilson Building.

The stated purpose of PR 20-839 is to approve the collective bargaining agreement submitted by the Mayor for certain employees in Compensation Unit 19, which comprises employees at the Department of Corrections, Department of Health, Department of Human Services, Department of Youth Rehabilitation Services, and Office of the Chief Medical Examiner, for a period which ends September 30, 2016.  The stated purpose of PR 20-841 is to approve the collective bargaining agreement submitted by the Mayor for District of Columbia Department of Behavioral Health employees who are represented by the Doctors’ Council of the District of Columbia, which ends September 30, 2016.

“Oversight of Implementation of the Pay for Success Contract Authorization Act of 2014”

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-595, the “Public-Private Partnership Act of 2013.”  The public hearing will be held Thursday, June 12, 2014, at 1:00 p.m. in the Council Chamber of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. This notice has been revised in an abbreviated manner to include the addition of an oversight issue pursuant to Council Rule 421(c)(3).

The stated purpose of Bill 20-595 is to establish the District of Columbia Office of Public-Private Partnerships to facilitate the procurement and administration of public-private partnerships in the District of Columbia.  It would also establish personnel authority and budget mechanisms for the office, adopt rules and regulations with regard to public-private partnerships, and create a District of Columbia Infrastructure Fund.  Further, it would establish requirements for the procurement process for public-private partnerships which includes solicitation and response processes, provides for Council review of solicitations for public-private partnerships, and lays out additional details for the administration of public-private partnerships.

Subtitle N of the Fiscal Year 2015 Budget Support Act of 2014 included authorization for so-called pay for success contracts.  This authorizes the mayor to enter into contract based on the concept of social impact bonds.  The Committee hopes to learn how the Executive intends to implement this program and additional information that may be useful to the Committee in recommending future changes to the program.  This issue was originally suggested in the Mayor’s Fiscal Year 2015 budget errata letter dated May 8, 2014.

Dyke Jr. Confirmation Resolution of 2014, PR 20-786, Board of Trustees of the University of the District of Columbia Reginald Felton Confirmation Resolution of 2014, and PR 20-787, Board of Trustees of the University of the District of Columbia Rev. Kendrick E. Curry Confirmation Resolution of 2014.  The hearing will be held at 10:00 a.m. on Wednesday, June 25, 2014 in Hearing Room 412 of the John A. Wilson Building.

The stated purpose of PRs 20-785, 20-786, and 20-787 is to confirm for re-appointment the nominations of Jim W. Dyke Jr., Reginald Felton, and Rev. Kendrick E. Curry to the Board of Trustees of the University of the District of Columbia for terms that expire May 15, 2019.  The purpose of this hearing is to receive testimony from government and public witnesses as to the fitness of these nominees for the Board.
