CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC OVERSIGHT ROUNDTABLE

The Costs and Benefits of Bill 20-805, District of Columbia Soccer Stadium Development Act of 2014

Council Chairman Phil Mendelson announces the scheduling of a public oversight roundtable of the Committee of Whole on “The Costs and Benefits of Bill 20-805, District of Columbia Soccer Stadium Development Act of 2014.”  The roundtable will be held Wednesday, November 5, 2014 at 12:00 p.m. in the Council Chamber of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of this roundtable is to receive testimony from the Council’s consultants (Conventions, Sports and Leisure International (CSL); Integra Realty Resources (IRR); and The Robert Bobb Group (RBG)), and the Office of the Chief Financial Officer (OCFO), on the financial terms of Bill 20-805, the “District of Columbia Soccer Stadium Development Act of 2014.”   CSL, IRR, and RBG will present the results of a cost-benefit analysis of the proposed real estate transactions, an assessment of the risks associated with those transactions, and a stadium public cost and subsidy comparison.  Transaction documents reviewed for the analyses may be viewed online at http://dccouncil.us/pages/soccer-stadium-development-documents.  The OCFO will present the results of the required fiscal impact and tax abatement analyses.  City Administrator Allen Lew will also testify and answer questions on behalf of the Executive.  The roundtable will be exclusively for the testimony of CSL, IRR, RBG, the OCFO, and the City Administrator, and public testimony will not be taken.

While this roundtable will include oral testimony only from CSL, IRR, RBG, the OCFO, and the City Administrator, written statements from the public will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004.  The record will close at 5:00 p.m. on Monday, November 17, 2014.

Hearing on B20-595 and Pay for Success Contracts (June 12)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

Bill 20-595, “Public-Private Partnership Act of and
“Oversight of Implementation of the Pay for Success Contract Authorization Act of 2014”

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-595, the “Public-Private Partnership Act of 2013.”  The public hearing will be held Thursday, June 12, 2014, at 1:00 p.m. in the Council Chamber of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. This notice has been revised in an abbreviated manner to include the addition of an oversight issue pursuant to Council Rule 421(c)(3).

The stated purpose of Bill 20-595 is to establish the District of Columbia Office of Public-Private Partnerships to facilitate the procurement and administration of public-private partnerships in the District of Columbia.  It would also establish personnel authority and budget mechanisms for the office, adopt rules and regulations with regard to public-private partnerships, and create a District of Columbia Infrastructure Fund.  Further, it would establish requirements for the procurement process for public-private partnerships which includes solicitation and response processes, provides for Council review of solicitations for public-private partnerships, and lays out additional details for the administration of public-private partnerships.

Subtitle N of the Fiscal Year 2015 Budget Support Act of 2014 included authorization for so-called pay for success contracts.  This authorizes the mayor to enter into contract based on the concept of social impact bonds.  The Committee hopes to learn how the Executive intends to implement this program and additional information that may be useful to the Committee in recommending future changes to the program.  This issue was originally suggested in the Mayor’s Fiscal Year 2015 budget errata letter dated May 8, 2014.

PR 20-601 “Sense of the Council for a Hearing on the CSX Virginia Avenue Tunnel Project Resolution of 2013”

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on PR 20-601, the “Sense of the Council for a Hearing on the CSX Virginia Avenue Tunnel Project Resolution of 2013.”  The public hearing will be held Wednesday, April 30, 2014, at 10:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.  This notice has been revised to reflect a change in the date from March 25, 2014 to April 30, 2014.

The stated purpose of PR 20-601 is to the declare the sense of the Council that the Unites States House of Representatives Committee on Transportation and Infrastructure, Subcommittee on Highways and Transit should hold a hearing on the CSX Virginia Avenue Tunnel Project.  The project is located in Ward 6.  The Committee of the Whole welcomes testimony regarding the proposed project.

Council Chairman Phil Mendelson announces the scheduling of a series of public hearings of the Committee of the Whole for Fiscal Year 2013 and 2014 Agency Performance in anticipation of the Fiscal Year 2015 budget submission.  Hearings for individual agencies will be held on the dates and times indicated in the table below in the John A. Wilson Building.

Those who wish to testify should contact the approrpriate staff (indicated in the table) at (202) 724-8196, or via e-mail by clicking on the appropriate staff and provide their name, address, telephone number, organizational affiliation and title (if any) at least two business days before the hearing.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Materials provided by agencies related to performance hearings can be found at http://dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A.
