PR 20-813, Skyland Shopping Center Term Sheet Amendment Approval Resolution of 2014

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of Whole on PR 20-813, the “Skyland Shopping Center Term Sheet Amendment Approval Resolution of 2014.” The hearing will be held Tuesday, July 8, 2014 at 3:00 p.m., or immediately following the Committee hearing on PR 20-839 and PR 20-841, in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of PR 20-813 is to approve an amendment to the term sheet for disposition of the Skyland Shopping Center.  The Council approved the “Skyland Town Center Omnibus Act of 2014” on April 8, 2014, which was accompanied by a term sheet dated June 28, 2013.  The law requires that the Mayor submit to the Council a resolution along with any substantive change made to the term sheet that is part of a disposition of real property for economic development purposes.  PR 20-813 represents the transmittal of an amended term sheet by the Mayor.  The amended term sheet reflects certain changes to the schedule of performance and phasing of the financing requirements for the Skyland Town Center project, and includes a requirement that the developer obtain an executed lease with an anchor retail tenant prior to closing.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or e-mail Jessica Jacobs, Legislative Counsel, at jjacobs@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Thursday, July 3, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on July 3, 2014, the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  A copy of PR 20-813 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or on http://lims.dccouncil.us.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Hearing on PR20-808, Comm. Works (July 2)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC HEARING

PR 20-808, Chuck Brown Memorial, Carter G. Woodson Memorial, and Metro Memorial Park Commemorative Works Approval Resolution of 2014

Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on PR 20-808, the “Chuck Brown Memorial, Carter G. Woodson Memorial, and Metro Memorial Park Commemorative Works Approval Resolution of 2014.”  The hearing will be held at 11:00 a.m., or immediately following the Committee hearing on Bill 20-521, Bill 20-683, and Bill 20-794 on Wednesday, July 2, 2014 in Room 412 of the John A. Wilson Building.

The stated purpose of PR 20-808 is to approve three commemorative works in the District of Columbia known as the Chuck Brown Memorial, Carter G. Woodson Memorial, and Metro Memorial Park.  The Chuck Brown Memorial is designated to celebrate the life of DC resident Charles Louis “Chuck” Brown, and will include a mural incorporated into a plaza that will list Chuck Brown’s discography.  The Carter G. Woodson Memorial will include an interactive sculpture of Woodson surrounded by a paved plaza, and set within a landscaped park.  The Metro Memorial Park will be a living memorial that honors the victims of, and first responders to, the Metrorail Red Line collision on June 22, 2009.

Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 20-586, the “Historic District Neighbor Notification Act of 2013” and Bill 20-720, the “Enhanced Notice Requirements for Historic District Development Amendment Act of 2014.”  The public hearing will be held Thursday, May 29, 2014, at 10:00 a.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-586 is to amend the Historic Landmark and Historic District Protection Act of 1978 (Act) to require neighbor notification of proposed alterations in a historic district which are referred to the Commission of Fine Arts for review.   The stated purpose of Bill 20-720 is to amend the Act to require stronger notice requirements for projects being undertaken in historic districts.
