CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC ROUNDTABLE

Bill 20-799, Employment Contract of Dr. James E. Lyons, Sr. as Interim President of the University of the District of Columbia Emergency Act of 2014

Council Chairman Phil Mendelson announces a public roundtable of the Committee of the Whole on Bill 20-799, the “Employment Contract of Dr. James E. Lyons, Sr. as Interim President of the University of the District of Columbia Emergency Act of 2014.” The public roundtable will be held Friday, May 30, 2014, at 2:00 p.m. or immediately following the Committee Hearing on PR 20-754, the “Transfer of Jurisdiction Over Lot 802 in Square 4325 within Fort Lincoln New Town Emergency Approval Resolution of 2014” in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The stated purpose of Bill 20-799 is to approve, on an emergency basis, the employment contract submitted by the Board of Trustees of the University of the District of Columbia for the appointment of Dr. James E. Lyons, Sr. as Interim President, for a period ending on or before August 31, 2015.

Those who wish to testify are asked to telephone the Committee of the Whole, at (202) 724-8196, or e-mail Taneka Miller, Legislative Counsel, at tmiller@dccouncil.us and provide their name, address, telephone number, and organizational affiliation, if any, by the close of business Wednesday, May 28, 2014.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on May 28, 2014, the testimony will be distributed to Councilmembers before the roundtable.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  A copy of Bill 20-799 can be obtained through the Legislative Services Division of the Secretary of the Council’s office or at http://lims.dccouncil.us.

If you are unable to testify at the roundtable, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Oversight Roundtable on OCP (Jan. 22)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC OVERSIGHT ROUNDTABLE

Office of Contracting and Procurement Reform Initiative and Personnel

Council Chairman Phil Mendelson announces a public oversight hearing of the Committee of the Whole on the Office of Contracting and Procurement Reform Initiative and Personnel.  The public oversight hearing will be held Wednesday, January 22, 2014, at 2:30 p.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of this oversight hearing is to receive testimony from the Office of Contracting and Procurement (OCP) on its continued implementation the contracting reform initiative aimed at improving the procurement process.  The Committee will also receive an update on the Office’s efforts to fill its 18 additional positions which were funded in the fiscal year 2014 budget and other issues related to procurement.

Roundtable on Shutdown Impact (Oct. 25)

CHAIRMAN PHIL MENDELSON ANNOUNCES A PUBLIC ROUNDTABLE

The Impact of the Government Shutdown on the District of Columbia

Council Chairman Phil Mendelson announces a public roundtable of the Committee of the Whole on the impact of the recent government shutdown on the District of Columbia.  The public roundtable will be held Friday, October 25 at 1:00 p.m. in Hearing Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of the oversight roundtable is to receive testimony on the impact on the District of Columbia of the federal appropriations lapse that occurred between October 1, 2013 and October 16, 2013, and how the District can be prepared in the future. Issues to be explored include the following: an itemization of the shutdown’s financial cost to the District; the source and amount of funds that the District obligated or expended during the shutdown; the plan for paying back the reserve accounts; how the District could be affected by future lapses in federal appropriations; what, if any, limitations remain on fiscal year 2014 following the enactment of the Continuing Appropriations Act, 2014; and any other recommendations that may be presented by the Chief Financial Officer or the Executive.
