Rules Change Resolution for the July 20, 2021 Legislative Meeting (Reprogrammings)

Please see attached the filed version of the Recess Rules Resolution.  The provision will:

  1. Correct what we did with respect to Contracts being submitted for the next few weeks.  Additionally we expect that the Executive will be sending a list of contracts they anticipate are coming down during the recess that they are asking be in order during the recess (we will circulate an amendment before tomorrow’s meeting with a list of contracts that the Council would be comfortable with).
  2. Allow grant budget modifications to come to the Council throughout the recess with the ability for a disapproval resolution to be introduced.
  3. Allow reprogrammings to come to the Council  beginning on September 7 with the ability for a disapproval resolution to be introduced.
  4. Allow the Committee on Housing and Executive Administration and Committee on the Judiciary and Public Safety to hold a hearing(s) or joint hearing(s) on gun violence and public safety.

RE:           Rules Change Resolution for the July 20, 2021 Legislative Meeting

The following measure is placed on the agenda for the July 20, 2021 Legislative Meeting:

Council Period 24 Recess Rules Clarification Amendment Resolution of 2021

On July 13, 2021, the Council adopted changes to its rules regarding transmittal of contracts, reprogrammings, and grant budget modifications during the Council recess.  It has come to the Council’s attention that a clarifying conforming change is necessary to the Rules to clarify that the Council can act, by resolution, to disapprove a reprogramming or grant budget modification during the recess.  This legislation is related to the COVID-19 pandemic in that the Executive has indicated a need to submit contracts to the Council during recess as a result of federal pandemic relief funds being sent to the District.

I expect that additional provisions will be added to this resolution prior to filing on Monday.  Negotiations are ongoing with respect to the Executive’s desire to transmit contracts, reprogrammings, and grant budget modifications throughout the Council Recess.  This legislation will serve as the vehicle to enact any changes to the Rules that are necessary to effectuate the result of those negotiations.
