RE:                       Agendize Measures for the January 3, 2023 Organizational Meeting

 

The following measures are agendized for the January 3, 2023 Organizational Meeting:

 

§  Rules of Organization and Procedure for the Council of the District of Columbia, Council Period 25, Resolution of 2023

§  Council Period 25 Appointment of Chairperson Pro Tempore, Committee Chairpersons, and Committee Membership Resolution of 2023

§  General Counsel to the Council of the District of Columbia Nicole Streeter Reappointment Resolution of 2023

§  Budget Director to the Council of the District of Columbia Jennifer Budoff Reappointment Resolution of 2023

§  Secretary to the Council of the District of Columbia Nyasha Smith Reappointment Resolution of 2023

 

Attached are the drafts of the rules (including the Code of Conduct and Sexual Harassment Policy) and resolutions making committee assignments and appointing the Council officers that I will file for consideration at next week’s organizational meeting.  Several members have approached me regarding adjustments to committee memberships – the attached does not reflect those ongoing conversations and will be finalized before filing. 

 

Except for changes to the Committees (presented last Wednesday, December 21st), the changes to the proposed rules for Council Period 25 are mostly technical, clarifying, or reflecting practice.  There are exceptions.  For instance:

§  The Racial Equity Impact Assessment (REIA) process is changing.  REIAs will be done only on bills and within 15 days of the close of the public hearing record on a bill.  A REIA may be updated at markup.  Each Committee still must notify the Council Office of Racial Equity 10 business days in advance of markups.

§  The Rules continue the tradition of starting legislative meetings at noon.

§  The prohibition on consecutive earmarks is removed, but the process (which is restrictive) remains unchanged.
