RE: Request to Place Emergency BSA on the Agenda for the June 25, 2024 Legislative Meeting

Please place the following measures on the agenda for the June 25, 2024 Legislative Meeting:

▪ Fiscal Year 2025 Budget Support Emergency Declaration Resolution of 2024

▪ Fiscal Year 2025 Budget Support Emergency Act of 2024

Bill 25-785, the Fiscal Year 2025 Local Budget Act of 2024, was adopted on final reading by the Council on June 12, 2024. Necessary for that legislation are several time-sensitive provisions that must be in place prior to the October 1, 2024, applicability date; these time-sensitive provisions are included in Bill 25-784, the Fiscal Year 2025 Budget Support Act of 2024 (FY25 BSA), which will be approved on final reading June 25, 2024. The attached draft emergency measure would make those time-sensitive provisions applicable prior to October 1. Other provisions in the emergency bill will retain the October 1, 2024, applicability date as provided in the permanent legislation, but should be enacted prior to October 1 to allow agencies and stakeholders to prepare for implementation.

This draft emergency reflects the engrossed FY25 BSA. A finalized emergency bill that reflects the FY25 BSA Amendment in the Nature of a Substitute will circulate prior to the meeting.
