RE:                  Request to Place Emergency Measures on the Agenda for the March 4, 2025 Legislative Meeting

This memorandum is to request that the following measures be placed on the agenda for the March 4 Legislative Meeting, at the request of the University of the District of Columbia:

§  Contract No. PO-GF-2024-P-0144-BB with CDW Government, LLC/Coastal Cloud Approval and Payment Authorization Emergency Declaration Resolution of 2025

§  Contract No. PO-GF-2024-P-0144-BB with CDW Government, LLC/Coastal Cloud Approval and Payment Authorization Emergency Act of 2025

This contract is between CDW Government, LLC/Coastal Cloud (CDW) and the University of the District of Columbia (UDC) to develop and support the University’s Customer Relations Management (CRM) system in the total amount of $4,200,542. This capital project will enhance the University’s recruitment and admission of students, marketing, and communications activities. UDC entered into a contract for Phase I of the project originally valued at $926,132.40.  Due to increased costs, Phase I now requires a change order of $274,409.60, tipping the total amount over $1 million. In addition, a new Phase II is proposed to be added in the amount of $3,000,000 for a period of performance of March 2025 through September 30, 2026, making the contract multiyear which also requires Council approval. These contract actions are being moved on an emergency basis to ensure development continuity through the end of Phase I on June 11, 2025, and due to the need for active Council approval of Phase II.
