RE:                      Request to Place Emergency LBA on the Agenda for the July 28, 2025 Additional Legislative Meeting

 

Please place the following measures on the agenda for the July 28, 2025 Additional Legislative Meeting:

 

▪        PR 26-210, the Fiscal Year 2026 Local Budget Act Emergency Declaration Resolution of 2025

▪        Bill 26-262, the Fiscal Year 2026 Local Budget Emergency Act of 2025

 

Due to the delayed transmission of the Fiscal Year 2026 Budget and Financial Plan and the congressional recess schedule, the Fiscal Year 2026 Local Budget Act of 2025 may not complete its congressional review period before October 1, 2025.

 

Accordingly, the Mayor transmitted to the Council the Fiscal Year 2026 Local Budget Emergency Act of 2025, so that an approved budget and financial plan may be effective before the start of the fiscal year, while the Fiscal Year 2026 Local Budget Act of 2025 completes its congressional review period.

 

The attached emergency and emergency declaration resolution are those versions introduced by the Mayor. I will move an Amendment in the Nature of a Substitute on Monday that reflects the FY26 LBA ANS that will circulate prior to the meeting.
