RE:                      Request to Place Emergency BSA on the Agenda for the July 28, 2025 Additional Legislative Meeting

 

Please place the following measures on the agenda for the July 28, 2025 Additional Legislative Meeting:

 

▪        Fiscal Year 2026 Budget Support Emergency Declaration Resolution of 2025

▪        Fiscal Year 2026 Budget Support Emergency Act of 2025

 

Due to the delayed transmission of the Fiscal Year 2026 Budget and Financial Plan, it is necessary to pass the Fiscal Year 2026 Budget Support Act of 2025 on an emergency basis to ensure the provisions are effective as of October 1, 2025. In addition, necessary for the budget are several time-sensitive legislative provisions that must be in place prior to the October 1, 2025 applicability date; these time-sensitive provisions are included in Bill 26-265, the Fiscal Year 2026 Budget Support Act of 2025 (FY26 BSA). The attached draft emergency measure will make those time-sensitive provisions applicable prior to October 1. Other provisions in the emergency BSA will retain the October 1, 2025, applicability date as provided in the permanent legislation but should be enacted prior to October 1 to allow agencies and stakeholders to prepare for implementation. 

 

The FY26 BSA will be approved on final reading July 28, 2025.

 

This draft emergency reflects the engrossed bill. A finalized emergency bill that reflects the FY26 BSA Amendments in the Nature of a Substitute will circulate prior to the meeting.
