This is to request that the following measures be placed on the agenda for the April 10, 2018 Legislative Meeting:

 

• Watkins Alley Designation Emergency Declaration Resolution of 2018
• Watkins Alley Designation Emergency Act of 2018

 

            The purpose of the designation is to officially designate the entire alley system within Square 1043, which is bounded by 13^th Street S.E., 14^th Street, S.E., E Street, S.E., and Pennsylvania Avenue, S.E., in Ward 6, as Watkins Alley. 

 

            Permanent legislation to effect the official designation is scheduled for first reading on April 10, 2018.  Enacting the legislation on an emergency basis will make the official alley designation effective sooner than congressional review and allow for the assignment of an address to an interior lot within the unnamed alley.  Currently, the Department of Consumer and Regulatory Affairs has indicated that it will not issue a building permit to construct on this lot without an address, and an address cannot be designated on an unnamed alley.  Accordingly, the official designation will allow the ongoing three-year redevelopment of the project to proceed.
