Attached is the latest version of the “Coronavirus Support Emergency Amendment Act of 2020,” which consolidates the four previous emergency acts adopted by the Council plus adds a number of new provisions. This version differs from the version circulated Thursday in that it reflects input from a number of sources. I’ve also attached a quick redline that shows the version compared to the Thursday circulation. Some of the changes are:
- The former Section 207 (Outdoor dining expansion) has been deleted and is expected to be refined and brought back for consideration at the Council’s June 9th meeting. There was objection to inclusion of it at this time from several sources, including the Executive, and it was noted that the ReOpenDC Advisory Committee and ABRA are working on this issue and will have their recommendations later this month. For the same reason, the late submission of “Public Space Closures” for recreational purposes is not included in the bill for tomorrow.
- Section 304 (Emergency Credit Alerts) has been refined in light of the Mayor’s May 13th letter and preemption concerns.
- Section 408 (foreclosure by mortgagees) has been revised in light of discussions with the Legal Aid Society and AARP’s Legal Counsel for the Elderly.
- Section 901 (Council Rules) proposes to change this year’s summer recess. Instead of July 15 – September 15, it will be August 1 – September 7. This will allow committees to meet and hold hearings throughout July as well as begin a week earlier in September. Please contact me or the Chairman if you want to discuss this; the rules change can be delayed until the Council’s June 9th meeting if members want.
As with the previous emergencies, this bill is intended to be a consensus bill. In that regard, we assume all members will once again co-introduce this bill when it is finalized by 5:00pm today. Please let me know if you (or your member) does not want to co-introduce.
