RE:                       Notice of intent to move an amendment in the nature of a substitute at the July 21, 2020 Additional Legislative Meeting

 

This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for Bill 23-761, the “Fiscal Year 2021 Local Budget Act of 2020” at the Additional Legislative Meeting scheduled for Tuesday, July 21, 2020.  The ANS makes several revisions and clarifying changes to the legislation, in addition to technical fixes developed in concert with the Council’s Office of the Budget Director, the Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive.

 

The ANS for Bill 23-761 includes:

 

Operating budget changes:

 

·       Enhances the Office of Human Rights to reflect intradistrict funding from the Department of Employment Services for Universal Paid Leave enforcement

 

·       Enhances the Office of the Chief Financial Officer in FY22 to support implementation of the new DC State Low Income Housing Tax Credit (LIHTC)

 

·       Enhances the Department of Small and Local Business Development by $100,000 to support the Living Wage Certification Program

 

·       Enhances the Office of Victim Services and Justice Grants by $50,000 to support a grant for a crime watch program and swaps the funding sources for grants to align the budget with allowable uses of the Crime Victim Assistance Fund

 

·       Enhances the Department of General Services by $80,000 to fund feasibility studies for Benning-Stoddert Recreation Center and River Terrace Community and Recreation Center

 

·       Adjusts Repayment of Loans and Interest to account for increases to debt service costs resulting from Council changes to the Capital Improvements Plan

 

·       Adjust recurring enhancement at Department of Human Services to support additional units of permanent supportive housing (PSH) for families to support additional FTEs at DHS required to implement the additional units of PSH provided by this enhancement

 

·       Also adjusts a July 7th amendment to adequately fund Alliance renewals, reducing school-based mental health by approximately $800,000.

 

·       Makes other minor, conforming, and technical changes

 

Capital budget changes:

 

·       Adds $48 million in FY21 for the District to purchase the Georgetown Day School Lower Campus

 

·       Adds $0.5 million in FY21 to meet infrastructure needs at the Dupont Underground

 

·       Makes other minor, conforming, and technical changes

 

 

Narrative changes:

 

·       Adds the nonlapsing Neighborhood Safety and Engagement Fund to the Office of Neighborhood Safety and Engagement section

 

·       Adds language in the Office of the Deputy Mayor for Education regarding the WIC grant to D.C. Central Kitchen and updates the appropriation number to reflect all grants funded through the WIC

 

·       Adds the nonlapsing Early Childhood Development Fund to the Office of the State Superintendent section

 

·       Adds a proviso to the Department of Employment Services section, requiring the Department to execute two intradistrict transfers included in section 2141(c) of the Universal Paid Leave Fund Amendment Act of 2020 (subtitle 2-x of the FY21 BSA)

 

  • Adds the nonlapsing Clean Land Fund to the Department of Energy and the Environment section

 

·       Makes other minor, conforming, and technical changes
