This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for Bill 24-_______, the “District of Columba Housing Authority Stabilization and Reform Emergency Amendment Act of 2022” at the Legislative Meeting scheduled for December 6, 2022. The ANS:
- Amends Section 11a(a)(1)(E) to allow for Denise Blackson, a current DCHA Resident Commissioner, to be appointed to the Stabilization and Reform Board.
- Adds two new member positions to the Board:
- One member with experience as a voucher holder. This seat will be occupied by Ronnie Nelson; and
- One member with knowledge of voucher programs and other housing programs for people experiencing homelessness. This seat will be occupied by Theresa Silla.
- One member with experience as a voucher holder. This seat will be occupied by Ronnie Nelson; and
- Clarifies that the if a seat on the Stabilization and Reform Board becomes vacant, the Mayor must send the nomination to Council for a 45-day review period.
- Adds requirements for the Stabilization and Reform Board to notice Board meetings in the D.C. Register and provide opportunity for public comment.
- Requires the Executive Director to include information on capital and operating budgets and expenditures, accounting and fiscal management controls, and contracting and procurement systems in the quarterly report to the Mayor and Council.
- Requires the Board to conduct a monthly review of the progress the Authority is making in addressing the findings and recommendations of the United States Department of Housing and Urban Development’s assessment of the Authority.
- Re-inserts existing language regarding Board Commissioner residency requirements and conflicts of interest.
