Please see attached an updated draft with some significant policy changes from previous drafts.  This was done in consultation with other Members and the Executive including the Mayor, City Administrator, Chief Financial Officer, and the Attorney General.  If you have sent anything new since 3:30 it wouldn’t be in here, but please flag for me between now and tomorrow morning.

 

Of note are several provisions determined to have a fiscal impact which cannot be addressed without an appropriations act.  An updated summary is also attached.
