This is to request that an amendment in the nature of a substitute (ANS) be placed on the agenda for the April 21, 2020 Legislative Meeting for the following measures:

§  Mortgage Relief Emergency Declaration Resolution of 2020

§  Mortgage Relief Emergency Amendment Act of 2020

 

               The purpose of the ANS is to provide minor amendments to the COVID-19 emergency legislation previously adopted by Council.  The short title for both measures would be changed under this amendment.  The proposed amendment includes the following provisions:

 

§  Clarifying the April 7^th act’s provisions for mortgage relief.

§  Expansion of the April 7^th act’s prohibition on rent increases to include commercial tenants. 

§  Expansion of restaurant carry out and delivery authorization to include ABRA-licensed nightclubs.

§  Clarification of the April 7^th act’s provisions pertaining to immunity from liability.

§  Clarification of the April 7^th act’s provisions pertaining to debt collection.

§  Extension of the date of the Mayor’s transmission of the FY 2021 budget from Wednesday, May 6, 2020 to Tuesday, May 12, 2020 in order to provide time for publication of the budget books.
