RE: Request to Place Emergency BSA on the Agenda for the July 28, 2020 Legislative Meeting

Please place the following measures on the agenda for the July 28, 2020 Legislative Meeting:

▪ Fiscal Year 2021 Budget Support Emergency Declaration Resolution of 2020

▪ Fiscal Year 2021 Budget Support Emergency Act of 2020

Bill 23-761, the Fiscal Year 2021 Local Budget Act of 2020, will be adopted on final reading by the Council on July 23, 2020. Necessary for that legislation are several time-sensitive provisions that must be in place prior to the October 1, 2020 applicability date; these time-sensitive provisions are included in Bill 23-760, the Fiscal Year 2021 Budget Support Act of 2020 (FY21 BSA), which will be approved on final reading July 28, 2020. The attached draft emergency measure would make those time-sensitive provisions applicable prior to October 1. Other provisions in the emergency bill will retain the October 1, 2020 applicability date as provided in the permanent legislation but should be enacted prior to October 1 to allow agencies and stakeholders to prepare for implementation.

This draft emergency reflects the engrossed FY21 BSA, except for several applicability dates. A finalized emergency bill that reflects the FY21 BSA Amendment in the Nature of a Substitute will circulate prior to the meeting.
