Updated Council Rules Documents – Chairman Phil Mendelson

Attached, please find the updated Council rules proposal to be considered tomorrow and the two attachments: the Sexual Harassment Policy and the Code of Conduct. The latter two have minor changes from what was circulated that are not substantive. The highlight of changes to the rules are below, but the attachment is redlined so you can see what else has changed. The Social Media policy will be considered at a later time so that Councilmembers may have an opportunity to further discuss the proposal. The underlying resolutions (officers, rules, and assignments) will be filed and circulated around 9am tomorrow morning.

Minor changes/corrections to Committee jurisdictions
- WMATA under COW
- Joint authority over certain DHCA matters with Housing and Human Services committees
- Financial Literacy Council moved from CBED to Housing Committee
- Revisions to COVID-19 Special Committee
Restoration of the standard for FIS/LSD/REIAs to be committees “endeavoring” to make the requests, however central offices must be given at least notice of a committee’s intent to mark something up.
Adjustment for ANS filing deadlines in the case of a Monday holiday
Narrowing of remote voting discretion for the Chairman
Nomination roundtable notice deadline is clarified
